Violation in Education Foundation
LAHORE - The Punjab Education Foundation managing director has been appointed in violation of rules and regulations, The Nation has learnt.
The Punjab chief secretary has appointed Ali Jan Khan as Punjab Education Foundation Managing Director following the orders of Punjab governor.
Sources said the authorities concerned have violated the Section (6) of Punjab Education Foundation Act 2004 while making the appointment of Ali Jan Khan.
They said newly appointed MD PEF is drawing Rs500,000 salary per month and enjoying perks and privileges.
Section 6 (1) of the Punjab Education Foundation Act, 2004 reads: “The Board shall appoint a Managing Director who shall be the Chief Executive of the Foundation.”
The sources say Punjab chief secretary issued the notification No SI.2.2/2015 (B) on October 27 and appointed Ali Jan Khan as managing director of the foundation on a deputation basis.
Previously, Dr Aneela Salman was appointed as MD and later was transferred by the same notification when she went on leave. They said that the government had also violated the law while making her appointment on the said post.
Since the establishment of the foundation in 2004, the government did not appoint a single professional for the post, they said.
When contacted, Punjab Education Foundation Chairman Khwaja Qamarul Islam confirmed that the government made the appointment and the Board of Directors recommendations were as not ‘mandatory’.
“The government notifies the post and then the board confirmed it. Salam said, adding that Aneela Salman was also appointed by the government.
On March 27, the LHC restrained him and others board members from working with the PEF.
He said he has been continuing with his job since he was simply barred from working as the member and there was no restraining order.
