CHINIOT
As many as 609 educators appointed on April 02, 2015 on contractual basis have not been paid their salaries for the last three month, it is learnt.
The Education department had recruited 178 Elementary School Educators; 390 Senior Elementary School Educators; and 41 Secondary School Educators in March 2015 and the recruited male and female educators assumed charge on April 2. Since last three months, they have been teaching in the schools without getting a single salary. The DCO, Education Department officers and the accounts officers have different opinions when asked to comment on the delay in the payment. District Education Officer (Elementary) Chaudhry Khalid Akhtar said that the process of verification of certificates and degrees of the educators was very slow and the boards and universities concerned were not sending back the verified copies of their degrees despite the timely submission of copies of degrees and required fee to them.
He said that the educators whose academic certificates and degrees have been verified from the boards and universities concerned have been cleared and their appointment authorities have been asked to issue confidential letter to District Accounts Officer for payment of their salaries.
District Coordination Officer Shaukat Ali Khichi, however, said that there were procedures of police verification and medical fitness certificates for newly recruited educators due to which the salaries often issued after a few months. District Accounts Officer Abdul Hameed Randhawa said that there were certain discrepancies in the appointments of the educators.
According to record provided to The Nation, the educators were not posted at the positions which were advertised in the media. Instead, they were posted elsewhere. The officer added that he had asked the district education officers to explain the discrepancy so that the educators could be paid. Moreover, there are errors in the appointment letters and the Education Department has not sent the accounts officers Confidential Letter which is required for payment of salaries for the first time, he added.
Punjab Teachers Union District President Safdar Siraj Kalroo blasted the indifference of the education and accounts office authorities due to which the educators were suffering ordeal. He said that such verification of academic certificates and other formalities should have been completed before or soon after the recruitments so that they were not suffered for non-payment of salaries. He demanded that the educators must be paid salaries before Eid.
