KP Edu Deptt establishes toll free number to address public complaints

Peshawar—The Elementary and Secondary Education Department has also established a toll free complaint number “8889” for redressal of public complaints about the department. In a press release issued here on Tuesday, said that the department would welcome any information of misuse of funds in the department and assured strict criminal action against the guilty.
It said the provincial Government is committed to resolving the problems in education sector by taking prompt action, adding that one of the major steps to tackle the emergency in education sector is to provide the missing facilities to all the schools of the province.
During the current financial year, all allocation of Rs 9.8 billion was made for this purpose through district conditional grant programme (DCGP). The DCGP is over-sighted in a number of ways to bring transparency and to ensure effective and efficient utilization of funds, the department said, adding District Education Officer (DEO) along with DDEO, SDEO and ASDEO constantly carry out visits and monitor the progress.
The progress of work is also presented at the monthly District Steering Committee which is chaired by the Deputy Commissioner of the respec-tive district, it said. A third party from the private sector is also assisting the Government to carry out the continuous audit of this programme.
The main job of the continuous audit firm is to check the fund flow to make sure that funds are transferred to the PTC accounts on time and to check the progress of work to ensure compliance with the engineering standards and re-port back to the department at district and provincial level on monthly basis.
The education department said that the basic information for this programme is provided by EMIS database and IMU reports. Both databases have the information about the facilities that are missing in schools. It said these facilities are additional classroom, boundary wall, group latrine, water supply and electrification, adding districts are directed by the Direc-torate of Education and Secondary Education (E&SE) to submit a School Improvement Plan.
The plan is designed to collect the information regarding the total enrollment and the missing facilities required. The form, once completed is duly signed by the PTC chairman and the Head Teacher of the respective school and is finally counter signed by the respective District Education Officer before finally submitted to Directorate of Elementary and Secondary Education. All the plans are compiled, verified and finalized at the Directorate before sending a request to Finance Department for the release of funds to District.
Once release, the district offices of Education sends a request to District Account office for the release of funds to the respective PTC accounts where it is utilized on the construction of the specified missing facility in the School Improvement Plan. The Elementary and Secondary Education Department has decided to launch a dedicated webpage of the DCGP. —APP
